Why a CA Online Region?

The Case for Establishing an Online Region of Cocaine Anonymous

An Online Region could offer a structural solution to the very concerns that delegates and Trustees have raised about recognizing multiple Virtual Online Areas.

Cocaine Anonymous needs a service framework that accommodates the growth of online recovery while protecting the integrity of its existing representative structure and establish a coordinating service structure for multiple autonomous Virtual Online Areas, with clear guidelines for group affiliation, representation, voting, and cooperation with Geographic Areas.

The strongest argument is that an Online Region could help resolve four interconnected issues:

  1. Geographic overlap: Online Areas serve groups whose members live across geographic boundaries.
  2. Multiple Online Areas: Independent online service communities may have different needs and priorities.
  3. Representative integrity: The Fellowship needs safeguards against duplicate group counting and improper voting.
  4. Unity: Online Areas need a means of coordinating their services without being forced into a single Area.

1. A proposed Online Region service structure

In this model, the Online Region would not replace the existing Online Area or prevent new Online Areas from developing.

It would provide a common framework within which multiple Online Areas could coexist and cooperate.

The Region could coordinate services such as technology, public information, accessibility, archives, service education, and communication between Areas.

Crucially, it would not need to exercise authority over the individual groups or replace their group consciences.

Conceptual structure only. The Region’s relationship to the Conference, including delegate voting rights, would require formal approval under C.A.’s World Conference ratification procedures.

2. How the Online Region could address the delegates’ concerns

The critical qualification is that a Region alone would not eliminate duplicate voting or representation. It would provide a place to develop, administer, and review safeguards, which would still require appropriate Conference authority.

3. The most persuasive argument: An Online Region protects the existing service structure

This proposal is not as an attempt to change C.A.’s foundational principles, but as an attempt to preserve them in a changing environment.

Cocaine Anonymous developed its service structure when most meetings took place in physical communities. Geographic organization was a practical means of coordinating services and representation.

Today, online groups can develop service communities that span multiple countries and continents. Their needs are not necessarily determined by the geographic location of their members. The Online Region would acknowledge this distinction.

  • It could help establish a common understanding that:
  • Geographic Areas and Virtual Online Areas are equally concerned with serving their affiliated groups.
  • Online members do not lose their freedom to participate in local in-person recovery.
  • A group is represented through only one Area at a time.
  • Multiple Online Areas can collaborate without surrendering their autonomy.
  • World Service representation remains subject to consistent and transparent rules.

This is especially important because an attempt to solve the problem by requiring every online group to join one existing Online Area could create a different problem: concentrating the service responsibilities of a potentially worldwide community within one organizational structure.

4. A particularly important governance choice

There are two possible models for an Online Region.

A Representative Region

The Region becomes a formal component of the World Service structure, with a defined role in representation or delegate coordination.

5. A proposed CA Online Region Petition for the World Service Conference

A Proposal for the Establishment of an Online Region of Cocaine Anonymous

  • Preserving Unity,
  • Protecting Representation
  • Expanding Service in a Virtual Fellowship

Purpose

The purpose of this petition is to establish a framework for an Online Region of Cocaine Anonymous that would facilitate cooperation among multiple Virtual Online Areas while protecting the principles of group autonomy, representative accountability, and Fellowship unity.

Background

The growth of virtual online meetings has created new opportunities for Cocaine Anonymous to carry its message across geographic and national boundaries.

Online groups now bring together members from diverse communities, countries, and time zones. As these groups develop, some have chosen to pool their collective resources and establish independent Area service structures.
The World Service Conference has already recognized the principle that an Area need not be defined geographically.

However, the possible emergence of multiple Virtual Online Areas raises legitimate questions concerning geographic overlap, Area affiliation, duplicate representation, and the principle of one heartbeat, one vote.

These questions are not reasons to discourage the development of online service communities. Rather, they demonstrate the need for a coherent service framework capable of accommodating them.

The Proposed Online Region

An Online Region would be a cooperative service structure composed of recognized Virtual Online Areas of Cocaine Anonymous.

Its primary purpose would be to facilitate communication, coordinate common services, develop consistent administrative safeguards, and encourage unity among participating Online Areas.

The Online Region would not replace the participating Areas, interfere with group autonomy, or exercise territorial jurisdiction over Geographic Areas.

Each participating Online Area would retain responsibility for serving its affiliated groups.

Representation and Accountability

The Online Region would encourage the adoption of consistent safeguards designed to protect the integrity of the Fellowship’s representative structure.

These would include:

  • One registered group affiliated with one Area for World Service representation.
  • No duplicate counting of groups for Conference delegate allocation.
  • Clearly established voting eligibility and service responsibilities.
  • Transparent records of group affiliation.
  • Consistent application of the Twelve Traditions, Twelve Concepts, and applicable World Service policies.

Members would remain free to attend and participate in both online and in-person meetings, subject to the applicable group-conscience and service rules.

Cooperation with Geographic Areas

An Online Region would not compete with Geographic Areas for members or territorial authority.

Geographic Areas would continue serving their affiliated groups within their established service boundaries.

Virtual Online Areas would serve groups voluntarily affiliated with their respective online service structures.

The Online Region would encourage cooperation between these structures through shared service projects, public information, communication, and mutual support.

Benefits to Cocaine Anonymous

Establishing an Online Region could:

  • Provide a consistent framework for multiple Online Areas.
  • Reduce uncertainty concerning geographic overlap.
  • Help prevent duplicate group representation.
  • Support the growth and development of online service communities.
  • Encourage cooperation rather than competition among Areas.
  • Strengthen accountability and transparency.
  • Preserve the unity of Cocaine Anonymous while accommodating the evolving needs of its Fellowship.

Conclusion

The growth of virtual online recovery does not diminish the value of Geographic Areas. It demonstrates that the Fellowship can now carry its message through service communities that are not limited by geography.

The question facing Cocaine Anonymous is not whether the internet should have one Area or several.

The question is how the Fellowship can responsibly accommodate the development of multiple online service communities while preserving its Traditions, Concepts, and representative integrity.

An Online Region offers a possible solution.

It would provide a framework for unity without requiring uniformity, cooperation without centralization, and growth without sacrificing accountability.

The establishment of an Online Region should therefore be considered as a constructive response to the evolving service needs of Cocaine Anonymous.

6. What must be resolved before submitting this proposal

There are two questions that could determine whether delegates support the concept.

A. How exactly is ‘one heartbeat, one vote’ defined and applied?

A regional affiliation registry can prevent duplicate group counting, but it cannot by itself prevent a member from influencing multiple group consciences. That issue needs an explicit, consistent interpretation applicable to both online and geographic groups.

B. Why would a Region be preferable to direct cooperation among independent Online Areas?

The proposal should demonstrate services that the regional structure would actually deliver, rather than creating administration for its own sake.

These questions should be resolved against the current World Service Manual and Conference procedures before presenting the document as a formal motion.

7. The argument that could change the discussion

If the World Service Conference is concerned that multiple Virtual Online Areas could create confusion concerning geographic boundaries, group affiliation, and representative voting, would establishing a common Online Regional service framework provide a more responsible solution than limiting the Fellowship to one Online Area?

Instead of asking delegates to choose between recognizing more Online Areas and protecting the existing service structure, this petition invites them to consider how both objectives could be achieved.

Envisioning an Online Region that would contain all recognized Virtual Online Areas who voluntarily wish to be part of a Fellowship-wide coordinating structure.
